The device has a free element (1) including an open terminal part (3) connected to a rigid or semi-rigid handle (2) by a connector (L) or a flexible or elastic joint, with sufficient modification for passing a garment e.g. trouser, on a lower member i.e. leg. The part is formed by a metallic rigid or semi-rigid wire. The part has contraction (d) nearer to the connector, where the contraction defining convex lower and upper parts (4, 5) is lesser than or equal to diameters (d', d'') of the parts (5, 4), respectively. The terminal part has a slide covered by a coating.
