The system has a support base (1), and a turning axis (2) activated by a crank (3). Two bobbins (4, 5) are concentrically and freely turned around the axis. Clips (6) are connected with the bobbins by a belt (7). The bobbins are locked or unlocked by a stopper (11) that is positioned on the axis in four positions (A-D). The bobbin (5) is locked when the stopper is in the position (B), and the bobbins are locked and integrated to the axis when the stopper is in the position (C). The clips are fixed on sides (N, S, E, O) of a sheet, respectively.
