The device (1) has a latch (2) moved in rotation around an axle (4) between a blocking position and a releasing position. A transition of the latch from one position to another position is performed by movement of a sheathed actuating cable (10). An extreme portion (12) of the cable is integrated with the latch, and drives the latch in rotation. A deflector element (20) is integrated along the axle of the latch and arranged to be supported on the cable. Another extreme portion of the cable is connected to a closing unit i.e. flap, of a fuel tank of a motor vehicle.
