The device has a confinement band (34) wound around a packet of chaffs, where winding direction of the band is identical to a rotational direction formed by a fin. The band has a free end provided with a ballast (36). A tape is spirally wound in a mass of chaffs such that the chaffs are gradually liberated during unwinding of the tape that is formed of paper. The chaffs are housed in a container formed of two end shields that are parallely and coaxially connected by a central trunnion.
