The device has a reactor formed of two walls (1) mounted with respect to each other in opposite manner. A maintaining base (B) joins the walls and forms a gripping bar or handle for receiving heads of the device at its ends. The walls have openings as well as deflection structures to treat flow of water stream. Wings are provided on a structure of the walls, where the device is set in rowing action by a physical driving force of individuals to pass between the walls and serves as a mechanical propulsive support to boat body to be moved. The base and the reactor are made of composite materials.
