The device has an arresting portion (9) e.g. convex surface, provided on a surface (12) integrated to a frame of an opening and fixed with an elastically deformable portion i.e. arm (6), to exert a pressure on the arresting portion. A mounting base (1) is connected to the arm, and a pivot axle is perpendicular to an application face (2) of the mounting base, where the arm is deformable by compression or flexion. A reduced section zone is formed by a concave profile (11) of the arm, where the concave profile is located on a flank of the arm opposite to the application face. An independent claim is also included for an opening of a building, comprising panels.
