The present invention relates to a cosmetic composition for the treatment of keratinous fibers, in particular human keratinous fibers such as the hair, comprising in a cosmetically acceptable medium: one or more organic silicon compounds chosen from silanes comprising a silicon atom and siloxanes comprising two or three silicon atoms, said organic silicon compounds further comprising one or more basic chemical functions and one or more hydroxyl or hydrolyzable groups per molecule; one or more cationic surfactants; and one or more organic acids.The present invention also relates to a cosmetic treatment method implementing it and its use as a conditioner.
