PPROBLEM TO BE SOLVED: To revive an exhausted fishing resources by utilizing a fiber-reinforced plastic boat having become a used boat or abandoned boat as a fish-breeding reef and using an unused bamboo or woody organic material. PSOLUTION: A fiber-reinforced plastic boat that is not used for normal use is integrated with a frame unit to form a connected frame, a bamboo material or woody organic material is inserted into an inner space thereof and the frame is installed as a fish-breeding reef of organic material in the sea. Consequently, feeds are supplied to aquatic lives to breed the lives, and the bred aquatic lives become important feeds for fish. Fry and young fish are raised by small spaces containing individual organisms and by promoting growth of algae, and fishing resources are revived by connection of food chain disconnected by incineration and dam to revive activity in fishing ports.
