PPROBLEM TO BE SOLVED: To provide a chemical heat storage reactor for suppressing pulverization of a chemical heat storage material compact and securing a heat transfer route to the chemical heat storage material compact, and to provide a method of manufacturing the chemical heat storage material compact with a filter. PSOLUTION: A heat exchange type heat storing/radiating device 10 includes a chemical heat storage material composite compact 11 including a powder chemical heat storage material absorbing heat in accompany with dehydrating reaction and radiating heat in accompany with hydrating reaction, and sepiolite 16 mixed with the powder chemical heat storage material 12, a heat exchanger body 18 having a heat storage material receiving part 24 in which the chemical heat storage material composite compact 11 is disposed, and further a vapor flow channel 28 for circulating the vapor is formed, and a filter part 30 disposed on a part facing the vapor flow channel 28, of the chemical heat storage material composite compact 11, and having a part of a hole diameter smaller than a particle size of the powder chemical heat storage material and permitting the circulation of the vapor at least at a part in the thickness direction.
