PROBLEM TO BE SOLVED: To allow appropriate network topology design according to a degree of importance in subjective evaluation by a designer.;SOLUTION: At an input part 101, condition information, which contains a total link length of network, an average hop length weighed with a traffic ratio, and an average value of traffic amount ratio the connectivity of which is lost when single link failure is input from an input device and stored in a memory device. At a candidate topology set generating part 100, the condition information is read out of the memory device and a candidate topology set is generated within a predetermined time.
