PROBLEM TO BE SOLVED: To remarkably reduce calculating time required for generation of network topology candidate set at the time of selecting adequate network topology, considering simultaneously a plurality of evaluation standards.;SOLUTION: A node data/restriction upper limit value inputting apparatus 101 stores the pre-input restriction condition data (when positions of all nodes forming a network are given and a link can be set among any nodes of all nodes, possibility in connection among all nodes can be maintained even under the normal operating condition and the condition where a fault occurs in any single link) to a memory. A candidate topology generating apparatus 102 reads the restriction condition data stored in the memory and generates all topologies which can be structured under the restriction condition as a candidate topology set. An optimum topology selecting apparatus 104 selects the adequate network topology only for such candidate topology set, considering simultaneously the plurality of evaluation standards.;COPYRIGHT: (C)2010,JPO&INPIT
