PPROBLEM TO BE SOLVED: To eliminate all of conventional seal registration, impressing, and authentication; to eliminate the time and efforts for holding and managing a seal, a seal certificate, seal registration card, etc.; and improve the reliability of personal authentication. PSOLUTION: The seal management system 1 is constituted by: a management server 010 including a personal information management means 112 which accepts personal information and biological information and registers them in a personal information database 107, and an application transmission means 115 which receives a download request from a portable terminal 030 and transmits the registered personal information, biological information, and seal impression creation application for the user; and the portable terminal 030 including an application receiving means 311 which receives and stores the seal impression creation application, personal information, and biological information from a management server 010, a seal impression creation means 312 which executes the seal impression creation application, encodes the personal information and biological information, creates seal impression data, buries the data in a seal impression original image as an electronic watermark, creates a seal impression image, and stores the image in a storage means, and a seal transmission means 314 which transmits the seal impression image data to a seal impressing terminal.
