PPROBLEM TO BE SOLVED: To provide special dot printed matter, and a method, apparatus and program for producing special dots composing the special dot printed matter that requires particularly delicate dot configuration in printed matter required to prevent forgery and alteration of a bill, a passport, negotiable securities, a card, valuable printed matter, or the like. PSOLUTION: The special dot printed matter with gradation is formed by reading one or more kinds of template images used as basic dots for producing special dots, producing the special dots so that dot area ratios differ by the shape change of dots based on the read template images and a dot parameter set by a designer, and arranging a plurality of produced special dots regularly.
