PROBLEM TO BE SOLVED: To quickly raise the temperature of a seat surface 2a even if a heat generating layer 8 is covered with a synthetic resin layer, and reduce the distance from the heat generating layer 8 to an induction heating coil 6.;SOLUTION: A core layer portion 5 has a front surface provided with a surface layer portion 4, and a back surface provided with the induction heating coil 6. The core layer portion 5 is made of a resin and has a thickness T5 from the front surface to the back surface of 1.00 to 4.00 mm. The surface layer portion 4 includes: a covering layer 7 made of a thermoplastic resin and having a thickness T7 of 0.02 to 0.80 mm; the heat generating layer 8 bonding the covering layer 7 thereto, made of a thin plastically deformable metal film, and having a thickness T8 of 0.01 to 0.20 mm; and a heat insulating layer 9 made of a thermoplastic synthetic resin having internally enclosed air cells to have an expansion ratio of 3 to 50 times, and having a thickness T9 of 0.10 to 2.00 mm.
