PROBLEM TO BE SOLVED: To improve efficiency when a plurality of members share information by use of RSS.;SOLUTION: An information collecting and providing system SYS stores browsing person information. The browsing person information shows which user is allowed to browse attribute information showing attributes of a web page published by a WWW server 5. The information collecting and providing system SYS receives attribute information in which the browsing person information shows that at least one user performs browsing at each predetermined timing.
