PROBLEM TO BE SOLVED: To provide a packet loss frequency estimation system for estimating the frequency of packet loss at reduced processing costs.;SOLUTION: In a packet loss frequency estimation system, based on information stored in a packet information storage region for storing information corresponding to the value of a field including at least an acknowledgement number inside a packet, an observation probability calculating means 95 calculates an observation probability that is a ratio for the number of packet losses to be reflected to a predetermined counting result, to be counted in the number of incurred packet losses in accordance with a mode for storing the information in the packet information storage region.
