PPROBLEM TO BE SOLVED: To improve the amount of processed requests to a service component by allowing the requests to be monitored by a whole system even when a plurality of performance control servers are operated in parallel. PSOLUTION: A traffic information management server 14 includes: a traffic tabulation function part 16 for tabulating traffic information collected from the operation control servers 1, 2, 3; a service component monitor function part 17 for extracting the service component to be closed based on the tabulated traffic information; a user monitor function part 18 for extracting a user, who is temporarily disabled to use the specified service component, based on the tabulated traffic information; and a reaction function part 19 for notifying a profile server 21 of the service component to be closed or the user who is temporarily disabled to use the specified service component.
