PROBLEM TO BE SOLVED: To enhance communication continuity in handover execution.;SOLUTION: A base station performs: a required resources determination step of determining the amount of free resources to be secured for its own cell based on statistical information in which actual results of use of resources have been recorded; a handover object selection step of selecting a mobile station capable of being handed over to another cell among mobile stations within the its own cell if the actual amount of free resources is smaller than the amount of free resources to be secured determined by the required resources determination step; and a connection control step of handing over the mobile station selected by the handover object selection step to another cell.;COPYRIGHT: (C)2010,JPO&INPIT
