PPROBLEM TO BE SOLVED: To provide a guidance control device, a guidance control system, a guidance control method and a guidance control program, for providing useful information for determining a behavior of a vehicle based on behaviors of other vehicles parked in a parking lot. PSOLUTION: A second guidance control device 210 includes: a communication unit 211 which obtains other-vehicle behavior information about the behavior of other vehicles until completion of parking; a vehicle behavior information acquisition unit 212a for acquiring vehicle behavior information about traveling of the vehicle; an interference determining unit 212b for determining if there is interference between estimated track of the vehicle and the estimated tracks of the other vehicles until completion of parking based on the other-vehicle information acquired by the communication unit 211 and the vehicle behavior information acquired by the vehicle behavior information acquisition unit 212a; and a speaker 220 and a display 230 for outputting guidance information based on the other-vehicle behavior information according to the result of determination by the interference determining unit 212b.
