PROBLEM TO BE SOLVED: To provide a grounding resistance reducing agent which can greatly reduce grounding resistance safely and at a low cost by utilizing effectively battery waste liquid which is conventionally a specially controlled industrial waste and seashells that are waste disposed, and a manufacturing method of the grounding resistance reducing agent.;SOLUTION: Seashell powder consisting of, starting from shell of scallop, shell of oyster, shell of corbicula, shell of abalone or the like and a neutralizing acidic solution are mixed and are neutralized by ion exchange, and then, moisture is evaporated to manufacture a grounding resistance reducing agent.
