PROBLEM TO BE SOLVED: To prevent execution of processing by a server not based on a request from a client.;SOLUTION: The security server 40 receives a random number and a generation command of information necessary to issue a certificate from a CA (Certification Authority) 10 having received the random number and a certificate issuance request transmitted by an RA (Registration Authority) 20. The security server 40 confirms that the RA 20 has transmitted the certificate issuance request to the CA 10 based on the received random number, and decides whether to execute the received generation command or not. The security server 40 transmits an execution result generated by the execution of the generation command to the CA 10 when determining that the generation command is executed, and makes the CA 10 issue the certificate based on the execution result.;COPYRIGHT: (C)2010,JPO&INPIT
