PROBLEM TO BE SOLVED: To reduce a computation time which it takes to compute the amount of link unit traffic after failure in matrix computation.;SOLUTION: A failure influence rate evaluation apparatus 10 receives designation of a failure location, and upon this receiving, extracts a path changing flow (failure influence rate flow) owing to this occurrence of failure. Then, by comparing routing matrixes between after and before the failure, a path change flow matrix is produced that indicates how a path of each flow has changed in a manner of 0 (no change), 1 (it has become newly used after the failure occurs) and -1 (it has become unused after the failure occurs). A difference of the amount of link unit traffic due to the failure is computed by accumulating this path change flow matrix and the amount of alternating traffic of the failure influence flow. Subsequently, the amount of link unit traffic after the failure is obtained by summing the computational result of the difference and the amount of link unit traffic during a normal operation (before the failure occurs).;COPYRIGHT: (C)2010,JPO&INPIT
