PPROBLEM TO BE SOLVED: To provide a manufacturing apparatus and a manufacturing method which can efficiently and inexpensively manufacture an active material for battery. PSOLUTION: A fluid containing a raw material of the active material for battery is supplied to a fluidized bed 13 in which hard balls are vigorously fluidized by a gas supplied from the lower side, and is dispersed and deposited on the surface of the hard balls in a film state, is efficiently dried by the contact with the gas. The raw material remaining on the surface of the hard balls is peeled off from the surface of the balls by the collision or the rubbing of the hard balls to each other to finely pulverized and the finely pulverized powder is discharged to a discharge port 12 by the gas.
