PPROBLEM TO BE SOLVED: To set a proper manufacturing work period on which manufacturing actual situations are reflected in forming a production plan, and to form a plan to achieve a target delivery time achievement rate without excessively increasing a work in process, and to preevaluate the validity/invalidity of a production plan by predicting the delivery time achievement rate of the formed production plan. PSOLUTION: A manufacturing work period model is created by model on the basis of manufacturing ordering information such as the size or delivery time of a produced product and the past manufacturing result information such as a manufacturing work period result or a processing step result and a model classification logic. Also, product ordering information to be the object of a production plan is classified by model on the basis of the model classification logic, and a model-categorized period margin period being a difference between the delivery time of an order and a manufacturing start scheduled period is calculated, and a model-categorized delivery time achievement rate is calculated from the model-categorized manufacturing work period model and model-categorized work period margin period-categorized order quantity, and the delivery time achievement rate of a whole production plan is calculated by calculating the weighted linear sum of the model-categorized delivery time achievement rate.
