PROBLEM TO BE SOLVED: To provide emulsified fuel and a system for reducing nitrogen oxides by using such fuel, capable of eliminating the necessity of NOx removal equipment with respect to exhaust gas or simplifying the equipment.;SOLUTION: The emulsified fuel has fuel oil and urea water particles comprising urea water solution and dispersed in the fuel oil. The urea water particles have particle size distribution with 90% of a cumulative volume ratio and 25 μm or less of particle size. Since the emulsified fuel has excellent dispersion stability, change in the particle size distribution of the urea water particles is small even during storage for a long time.
