PROBLEM TO BE SOLVED: To provide an inverter starter that can start an inverter under the condition that the inverter is ready to start, and avoid repetition of unnecessary starts and stops of the inverter, even in different weather conditions.;SOLUTION: The inverter starter 7 to start a photovoltaic power generation system inverter is provided with: an open voltage determining means 71 for determining whether the open voltage measured with a measuring means is higher than a prescribed voltage or not; a computing means 73 for computing the change rate of the open voltage when the open voltage is determined higher than the prescribed voltage with the open voltage determining means 71; and a change rate determining means 74 for determining whether the change rate is lower than the prescribed change rate.
