PROBLEM TO BE SOLVED: To eliminate user's manual generation, distribution, and setting of a PSK (phase-shift keying) in a system using an IKE (internet key exchange).;SOLUTION: A PSK generation apparatus 30 acquires user identification information, an IP address of the one node, and an IP address of the other node 20 from one node 10 out of the one and the other node 10, 20 using the IKE. The PSK generating apparatus 30 generates the PSK and stores it in a storing means 34 in associating the user identification information, the IP address of the one node, the IP address of the other node, and the PSK. After that, the IP address and the PSK of the one node associated by the storing means are read out and the PSK is transmitted to the IP address of the one node.
