PROBLEM TO BE SOLVED: To provide an entry and exit management system which enables a person who stays in a room to more safely move in an evacuating direction when a disaster occurs.;SOLUTION: When the emergency disaster information reception part 111 of an entry and exit management device 11 receives an emergency disaster prompt report, via a gateway 23, from a disaster information providing system 21, a disaster-level determination part 112 determines whether the disaster is so big as persons staying in rooms are required to take refuge. When the evacuation is determined to be necessary, an evacuation route determination part 114 determines an optimum evacuation route, among a plurality of evacuation routes, on the basis of the kind of the disaster and the direction in which the disaster occurs, the kind and direction concerned being indicated by the emergency disaster prompt report. A number-of-staying-persons management part 113 transmits instructions for setting a mode for evacuation, which makes locked doors forcibly unlocked, to entry and exit control devices 12, which are provided in the doors on the evacuation route sides among the doors of the rooms in which the persons are confirmed to stay, to forcibly unlock the doors on the evacuation route sides of the rooms in which the persons stay.
