PROBLEM TO BE SOLVED: To provide a technology for killing microbes in ship ballast water, which can be easily retrofitted to an already-built ship and enables treatment in the ship with low environmental load, low equipment cost and low running cost, in order to prevent the disturbance of ecosystems due to the global transfer of ship ballast water and prevent various global-scale problems caused thereby.;SOLUTION: An electrolytic solution having a pH of ≤7 or ≤3, which is obtained by electrolyzing dilute hydrochloric acid in a non-diaphragm electrolytic cell, is mixed with seawater to bring the effective chlorine concentration in the seawater after the mixing to ≥0.05 ppm. The effective chlorine concentration is controlled by an effective chlorine concentration sensor placed in the treated seawater.
