PROBLEM TO BE SOLVED: To provide a superconducting wire rod wrapping device which is capable of highly efficiently forming an insulating coating; and to provide a method for manufacturing a superconducting wire rod with the insulating coating.;SOLUTION: The superconducting wire rod wrapping device includes a supply portion, a wrapping mechanism portion and a winding portion. The wrapping mechanism portion includes an insulating tape reel 38, a guide member 60, and a winding member (rotation body composed of first to third base bodies 35-37, a retaining portion that retains the insulating tape reel 38, rollers 53 and 54 and a position variable roller that guide an insulating tape 39 rewound from the insulating tape reel 38, and insulating tape guides 50 and 51). The insulating tape reel 38 has an opening portion, and the insulating tape 39 is retained by being circumferentially wound so as to surround the opening portion. The guide member 60 guides the superconducting wire rod so as to penetrate the opening portion of the insulating tape reel 38.
