PPROBLEM TO BE SOLVED: To deliver identical video images to a plurality of users having interests in different parts with small throughput. PSOLUTION: The video image delivery apparatus delivers video image data while encoding and emphasizing a specified area in a video image. The video image delivery apparatus comprises a video image encoding means 104, a means 102 for receiving an emphasizing area specified individually for each video image receiving terminal 13 together with its destination data, a means 105 for controlling the video image encoding means 104 to encode all emphasizing areas received by the emphasizing areas receiving means 102 with no dependence on the other emphasizing area, and a section 103 for receiving the data encoded by the video image encoding means 104 and emphasizing an area specified for the video image receiving terminal 13 before the data are transmitted to the video image receiving terminal.
