PROBLEM TO BE SOLVED: To provide a foundation cloth for flame retardant synthetic leather which is a foundation cloth formed by employing a non-halogen-based phosphorous-containing flame retardant imparting agent, exhibits a sufficient flame retardancy as a foundation cloth for a flame retardant synthetic leather, and possesses a high flame retardant contribution ratio to the whole synthetic leather product and excellent cost efficiency, and a flame retardant synthetic leather using the same.;SOLUTION: Both non-halogen-based phosphorous-containing flame retardant polyester fibers having limiting oxygen index of 25 or more and non-flame retardant polyester fibers are employed to form the fabric, which is a multilayer knit fabric formed of a multilayer knitted texture and in which a weight ratio (%) of polyester fiber formed of the multilayer knitted texture is set to non-halogen-based phosphorous-containing flame retardant polyester fiber: non-flame retardant polyester fiber=0.8:99.2-50:50. The foundation cloth for flame retardant synthetic leather is constituted of multilayer knitted texture itself having limiting oxygen index of 25 or more.;COPYRIGHT: (C)2010,JPO&INPIT
