A liquid flame retardant composition for synthetic leather is provided to ensure enough flame retardant effect and excellent long-term storage property and to minimize the plasticity. A method for manufacturing a liquid flame retardant composition for synthetic leather comprises (S1) a step for synthesizing the urethane solution by adding a reactive flame retardant 5-15 weight% based on a polyol and reacting the polyol, isocyanate and solvent; and (S2) a step for adding a cyclophosphate-based flame retardant 5-10 weight% and dimethymethylphosphate 5-10 weight% to the synthesized urethane solution 80-90 weight%.
