P To provide a device and a PROGRAM for speech spectrum estimation that can excellently remove a noise spectrum from a noise-superposed speech spectrum. PSOLUTION: The speech spectrum estimating device 1 is equipped with a coefficient calculating means 3 of calculating a noise-superposed speech spectrum coefficient and a noise spectrum coefficient based upon a signal-to-noise ratio when the speech spectrum is estimated from the noise-superposed speech spectrum having the noise spectrum previously superposed ON the speech spectrum, a 1st-term spectrum calculating means 5 of calculating the noise-superposed speech spectrum, a 2nd-term spectrum calculating means 7 of calculating the noise spectrum and a spectrum subtracting means 9 of subtracting the noise spectrum from the noise-superposed speech spectrum.
