PROBLEM TO BE SOLVED: To reduce a load for processing concerned in exclusion control of a drawing data.;SOLUTION: A traffic diagram DB 13 hierarchy-controls a traffic diagram data, using a plurality of management items. In concretely saying, a main classification is carried out using execution dates, a middle classification is carried out using the execution dates and line sections, a sub-classification thereof is carried out using the execution dates, the line sections and classes, and management is carried out in every of the traffic diagram data, using the execution date, the line section, the class and a train number. Exclusion flag controls TL are registered in an exclusion flag DB 14 in every hierarchy, and an exclusion flag to individual traffic diagram data is controlled by anyone of the exclusion flag controls TL. That is, the exclusion flag to the same drawing is not registered doubly in a plurality of exclusion control tables.
