PPROBLEM TO BE SOLVED: To appropriately calculate link traffic data of a road link having no statistical traffic data in accordance with distribution density of other road links around the above road link. PSOLUTION: A processor 11 compares map data with statistical traffic data for each area of a predetermined size. When a road link having no statistical traffic data is detected, the number of road links included in the area is calculated. When the number of road links is larger than a predetermine value, the area is divided into sub-areas of a size corresponding to the density of the road links around the above road link having no statistical traffic data. The processor 11 calculates link traffic data of the road link having no statistical traffic data on the basis of the statistical traffic data of the other road links included in the sub-areas including the above road link, and distributes the link traffic data along with the statistical traffic data stored in a storage apparatus 12 to a car navigation apparatus 6.
