PPROBLEM TO BE SOLVED: To enable the construction of an underground structure such as the structure foundation and underground equipment in almost parallel with the purification of soil contaminated with VOC (volatile organic compound), the backfill of a land after purification treatment to return the land to the original state, and the installation of an observation well for periodically observing the state of excavated earth and sand. PSOLUTION: Contaminated soil 4b under a caisson is excavated by an excavator 3 in a work room 2 in a concrete skeleton (a caisson skeleton) 1b forming the work room 2 installed in the lowest part of a concrete skeleton 1, and agitated and exposed to air to release the VOC from the soil. Gas and water polluted with the released VOC are introduced into purification equipment 12 installed on the ground through pipes 5b, 6 to be purified, and the excavated soil 4c from which the VOC has been released is discharged on the ceiling panel 15 of the work room in accordance with the sinking of the caisson skeleton.
