PROBLEM TO BE SOLVED: To provide a network system capable of selecting an optimum path at all times in a communication through a layer 2 network, a layer 3 communication device, a layer 2 communication device and a method for selecting a path.;SOLUTION: A plurality of VLANs at the different places of blocks are set on the layer 2 network, and a control packet such as an RIP is transmitted on each VLAN from a router. A layer 2 switch relaying the control packet buries informations in the number or the like of the stages of the layer 2 switch.
