PROBLEM TO BE SOLVED: To assure the safety of IC cards during transportation, even via a plurality of intermediate plants in the production process of the IC cards.;SOLUTION: An IC card security system 10, which is installed in each production plant, has a communication terminal 13 and a secret information management means 12 for managing a unique value of each IC card 11 and secret information corresponding to each production plant, and the communication terminal 13 uses the unique value of the IC card 11 to acquire the secret information from the SAM 12 and matches the IC card 11. The secret information (personal identification number PIN, symmetric key DivK) corresponding to each production plant is managed on a nonvolatile memory of the IC card 11, and the nonvolatile memory of the IC card 11 is loaded with a program (transportation key AP) for, after the matching using the secret information corresponding to each production plant, disabling the secret information and switching it to the secret information corresponding to the next production plant.;COPYRIGHT: (C)2006,JPO&NCIPI
