PROBLEM TO BE SOLVED: To provide a test data generation system, a test data generation method and a test data generation program for efficiently generating test data to be used in a test environment.;SOLUTION: A control part 11 of this test data generation system 10 specifies a character code included in a conversion range, for each record constituting production data. A random number is generated according to the kind of a character included in the conversion range. The control part 11 adds the generated random number to the character code of the character to calculate a new character code, unless the character constituting the record is a nonconverted character stored in a nonconverted character data storage part 20. The control part 11 subtracts the random number from the original character code to calculate a new character code, when the generated character code is out of a character code range of the original character kind.
