PROBLEM TO BE SOLVED: To provide a facility for evacuation from tsunami or the like which offers an evacuation place easily by choosing a vicinal park, a public square or the like in a town, and also to provide a construction method used for the same.;SOLUTION: A protective wall is erected to face the tsunami at least on the side which the tsunami strikes.
