PROBLEM TO BE SOLVED: To provide an image similarity computation device and an image similarity computation method which can precisely compute the similarity of a pair of images, and also provide an image recognition device and an image recognition method which use the computation device and the computation method.;SOLUTION: A characteristic area setting part 45 sets T pieces of characteristic area A_j (1≤j≤T) in common in a first image I¹ and a second image I². For each of T pieces of the characteristic area A_j, a first and second characteristic quantity computation parts 46 and 47 compute an area value x¹_k, and x²_k of p_j pieces of partial area a_k (1≤k≤p_j) in the characteristic area A_j of the first and second images I¹ and I². Based on the area values, a correlation value computation part 48 computes a correlation value (1) in the characteristic area A_j of the first and second images I¹ and I². The correlation value C_j is compared with a threshold value θ_j in a comparison part 49.
