PPROBLEM TO BE SOLVED: To provide a cleaning agent which can efficiently, continuously and economically decompose an aliphatic organic halogen compound, an aromatic organic halogen compound and a heavy metal or the like contained in the soil or the underground water. PSOLUTION: The iron composite particle powder comprises magnetite and α-Fe used for the purification of the soil and the underground water contaminated with the organic halogen compound and/or the heavy metal. In the X-ray diffraction spectrum of the iron composite particle powder, the intensity ratio of (DSB110/SB/(DSB311/SB+DSB110/SB)) of the diffraction intensity DSB110/SBof the (110) face of the α-Fe and the diffraction intensity DSB311/SBof the (311) face of the magnetite is 0.30-0.98.
