PROBLEM TO BE SOLVED: To provide a method of manufacturing a surface coated cemented carbide cutting tool with a hard coating layer exhibiting excellent wear resistance and chipping resistance in high-speed cutting of high hardness steel.;SOLUTION: In the method of manufacturing the surface coated cemented carbide cutting tool in which the surface coating layer composed of a hard layer of (Ti, Al, Si)N layer and a lubricating layer of a chromium oxide layer placed over the hard layer, is formed on the surface of a carbide substrate by vapor deposition, (a) an arc discharge device for forming the hard layer, a sputtering device for forming the lubricating layer, and a vapor deposition device are used, (b) Cr bombardment washing of the surface of the carbide substrate is performed, (c) a close contact joint layer formed of CrN is formed after forming the hard layer comprising the (Ti, Al, Si)N layer, and (d) the lubricating layer composed of a sputter-discharged chromium oxide and a reaction-produced chromium oxide is formed.;COPYRIGHT: (C)2006,JPO&NCIPI
