PROBLEM TO BE SOLVED: To safely measure voltage/current in a simple procedure, with less human error, while a facility is kept in operation state.;SOLUTION: There are provided a transformer testing plug 121 which branches the voltage signal from a transformer secondary side to a switchboard for connection of voltage signals in respective phases, a current transformer testing plug 122 for connecting current signals in respective phases which is inputted in the switchboard from a current transformer secondary side, a voltage output switching means 101 which switches the voltage signals in respective phases that are inputted through the transformer testing plug for connection to a voltage measuring means, and a current output switching means 102 which connects the current signals in respective phases inputted through the current transformer testing plug to the switchboard and switches the current signal to the current measuring means while preventing the current signal to the switchboard from opened.;COPYRIGHT: (C)2005,JPO&NCIPI
