High water reduction rate and high strength cement composition

PPROBLEM TO BE SOLVED: To provide a high-range water reducing agent which easily yields a high strength and is used for civil engineering and building structures or concrete secondary products, by greatly improving water reducing ratio of a high-range water reducing agent, and a cement composition using the same. PSOLUTION: The high-range water reducing agent composition comprises at least one high-range water reducing agent of a polyalkylallylsulfonate type, a melamine formalin resin sulfonate type or an aromatic aminosulfonate type and at least one alkali salt chosen from carbonates, bicarbonates and tripolyphosphates of Na and K and ammonium bicarbonate.
