PPROBLEM TO BE SOLVED: To allow even a person who does not have any technical knowledge concerning Web page preparation to easily prepare the structured text of questionnaire to be correctly displayed on a Web by noticing a questionnaire document having a typical structure. PSOLUTION: When parts elements displayed on a right picture are moved and arranged on a text document displayed on a left picture, structure information PT and parts information QT associated with the parts elements is added to the text document (steps S130 to S135). The structure information PT and the parts information Q added to the text document is dynamically replaced with a tag for HTML description by referring to a corresponding map ML so that the text document in a text format can be converted into the structured text such as the HTML file (a step S185).
