PPROBLEM TO BE SOLVED: To evaluate the reliability and performance of a client by on high and low level evaluation, and to distribute contents whose quality or kind is individually changed according to the evaluation result. PSOLUTION: A distribution server 3 issues a request command to a client in response to access from a client 2, and adopts the system environment information of a client. An evaluation server 4 which has received the environment information from the distribution server judges the reliability and performance of the client based on high and low level evaluation by comparison with the evaluation standard of an evaluation standard DB45. The distribution server selects matched service specifications from various service specifications depending on the difference of resolutions or the presence/absence of encryption of the contents(moving image data) to be provided to the client according to the evaluation result returned from the evaluation server, and distributes the contents by converting the contents into the moving image data of the service specifications.
