PPROBLEM TO BE SOLVED: To provide an accurate and convenient rainfall forecast by effectively utilizing open weather information. PSOLUTION: This rainfall forecast providing device 1 receives positional information indicating a rainfall forecast demand position from a terminal device TM via a communication network NT. The rainfall forecast providing device 1 also receives 1 km-mesh radar data 13a and precipitation now cast data 13b from a weather data server DS, and stores them in a data storage section 13. A rainfall determining section 14 sequentially reads the 1 km-mesh radar data 13a and precipitation now cast data 13b, and calculates each rainfall mesh rate as a rain region rate, of determined meshes around the rainfall forecast demand position. When the rainfall mesh rate is determined to be a threshold or more by the rainfall determining section 14, an information transmitting section 15 transmits, to the terminal device TM, rainfall forecast data indicating occurrence of rainfall at the observation/prediction time of each data.
