PPROBLEM TO BE SOLVED: To provide a moving track analysis device capable of further accurately identifying actions of a moving object, and moving track analysis method, a program and a storage medium therefor. PSOLUTION: An action of the moving object in moving information corresponding to a standard deviation or an average value which is determined to be a first or second threshold value 12c, 12d or more by first and second determination parts 17 and 18 is determined as "searching action". An action of the moving object in moving information corresponding to an average value which is determined to be less than the second threshold value 12d by the second determination part 18 is determined as "target arriving action". According to this, since the action of moving with the face toward a substantially determined direction different from a moving direction is determined as the "searching action", the actions of the moving object can be consequently further accurately identified.
